OPM Extends ‘Schedule A’ Hiring Authority

In a memo last week to agency heads, the Office of Personnel Management (OPM) extended the “Schedule A” expedited hiring process to fill positions needed for pandemic-related purposes. As explained in a supplemental fact sheet, OPM renewed Schedule A to reflect the continuing severity of the COVID-19 pandemic as a public health emergency.

OPM Director Kiran Ahuja noted agencies continue to require comprehensive methods of targeted recruitment to meet mission objectives and personnel requirements. Through March 1, 2023, or the termination of the National Emergency Concerning the COVID-19 pandemic, whichever occurs first, agencies are permitted to temporarily fill positions up to 1 year which may be extended up to 1 additional year if needed under Schedule A.

As opposed to competitive hiring, Schedule A authority doesn't require public notice on USAJOBS.gov. Instead, agencies may choose to post their position on USAJOBS and are expected to conduct other recruitment activities as appropriate. Agencies are still required to follow procedures in Code of Federal Regulations Title 5 (302.101) of excepted service, which includes veterans' preference and pass-overs for certain veterans.

Former OPM Acting Director Michael Rigas first implemented this expedited hiring process in March 2020. In its advice to agencies, OPM encouraged hiring managers to exercise discretion in deferring physical presence requirements during employee onboarding.
