President’s Management Council Seeks to Expand Interagency Rotation Program

The Office of Personnel Management (OPM) is working with Federal Executive Boards (FEBs) to expand the government’s centrally-facilitated interagency rotation program for high-potential GS 13-15 employees.

The President’s Management Council (PMC) Interagency Rotation Program (IRP), launched in October 2011, seeks to cultivate a rising generation of talent with broad organizational experience.

Since the IRP was launched, over 350 high-potential leaders across the government have received professional development through the program that allowed the emerging leaders to “expand their leadership competencies, broaden their organizational experiences, and foster networks they can leverage in the future,” according to a memo sent to Chief Human Capital Officers (CHCOs), Deputy CHCOs, FEB Chairs and Executive Directors, and Chief Learning Officers (CLOs) by OPM Associate Director, Employee Services Mark Reinhold.

Reinhold wrote that a review of the program found that participants experienced increased engagement and job satisfaction, and enhanced competence in the five Executive Core Qualifications (ECQs).

Since 2014, five of the 28 FEBs (Atlanta, Chicago, Dallas, Denver, and Kansas City) have participated in the IRP. OPM and the PMC hope that additional FEBs and agencies in their area participate in the IRP.
