GAO Dings Defense Department on Management of Civilian, Contractor Workforces

In the fiscal year 2013 National Defense Authorization Act (NDAA), Section 955, Congress directed the Department of Defense (DOD) to develop and implement a plan to achieve cost savings in total funding for civilian and contractor workforces in fiscal years 2012 through 2017.

The ability of DOD to accomplish that task is being stymied, the Government Accountability Office (GAO) found in a recent report, due to a lack of complete information.

GAO was authorized by Congress to review DOD’s Section 955 reports and to determine whether the required savings are being achieved and whether the DOD’s workforce plan is being implement ted in accordance with workforce-management laws.

GAO found that while DOD did develop and implement a plan for achieving savings through reductions in civilian and contractor workforces, that DOD did not describe in their Section 955 report a process for implementing the planned reductions.

GAO also found that DOD failed to address savings it hoped to achieve through reductions in military, civilian, and contractor personnel. DOD outlined reduction in full-time equivalent (FTE) positions, yet GAO’s analysis found that simply reducing FTE slots didn’t necessarily reduce personnel costs, and DOD has not provided an explanation for the shortfall in savings in any aspect of its workforce.
