FCAT-M Survey Tool Available from OPM
According to OPM's website, the FCAT-M "assesses whether, and to what degree, supervisors have specific competencies." According to OPM, "[a] supervisor equipped with this competency will be able to better focus employee efforts on achieving organizational and individual goals."
One of several tools of FCAT-M is "Understanding Performance Management Process and Practices." Performance management has several aspects including: planning work and setting expectations; continually monitoring performance; developing the capacity to perform; periodically rating performance in a summary fashion; and rewarding good performance.
In a July 26 memo, OPM Principle Deputy Associate Director Joseph S. Kennedy said, "Agencies may use the results of the assessment to determine competency strengths and possible improvement areas as well as to provide competency data for the annual Human Capital Management Report."
To participate, agencies should designate a point of contact to manage its FCAT.
