Bill Bransford, FEDmanager Publisher and Federal Employee Advocate, Dies
William “Bill” L. Bransford, of the law firm Shaw Bransford & Roth P.C. and publisher of the FEDmanager newsletter, passed away late last week after a long illness. He was 66 years old.
Bill served as general counsel to several federal professional associations for managers and executives, including the Senior Executives Association (SEA), the Federal Managers Association (FMA), the FAA Managers Association, and the National Council of Social Security Management Associations (NCSSMA).
SEA President Carol Bonosaro said, “Bill’s contribution to SEA’s legislative achievements has been exceptional and his wise counsel invaluable. He was deeply committed to fairness and respect for federal employees in general and career executives in particular. All career executives owe him a debt of gratitude. Until the end he dedicated his time, passion and expertise to SEA’s cause. He firmly believed in the value of the career leadership corps to a strong, effective government. He was an SEA champion and friend. Bill will be greatly missed and will be in our thoughts and hearts for a very long time.”
Prior to joining the law firm in 1983, Bill served in the U.S. Army in Vietnam, as an attorney in the Office of the Public Defender in Lake County, Ohio, and as a senior attorney in the Office of the Chief Counsel at the Internal Revenue Service.
These experiences were formative, as they engrained a deep appreciation and passion for public servants and public service in Bill. He recently served as chair of the Public Employees Roundtable, which created Public Service Recognition Week (PSRW) in the 1980s, and was a board member for the Federal Employee Education and Assistance Fund (FEEA) and the chair of the Federal Dispute Resolution (FDR) advisory board. Bill was also involved with the Coalition for Effective Change (CEC), acting as treasurer in recent years.
Law firm partner Debra Roth said, “This legacy he leaves the law firm and SEA he also leaves to the federal community. Bill was a true friend to federal employees. He cared about the entire civil service and dedicated his career to ensuring that the spirit and promise of public service was fulfilled.
There is only one Bill Bransford. He is irreplaceable and he will be deeply missed.”
A viewing will be held today, Tuesday, October 1 from 5 p.m. to 8 p.m. at De Vol Funeral Home in Washington, D.C. The mass of Christian burial will held tomorrow, on Wednesday, October 2 at 10 a.m. at Holy Trinity Catholic Church in Washington, D.C.
