DoD Rolls Out Plans for Phased Retirement
Last month, the Department of Defense (DoD) announced that it would begin offering phased retirement to its employees and components are now working on implementation plans.
In an interview with Federal News Radio, Taiwanna Smith, the chief of benefits and work life programs for the Defense Civilian Personnel Advisory Service said they will introduce phased retirement by creating individual plans and mentoring guidelines based on individual needs.
Employees who would like to opt-in to phased retirement will have to get approval from their agencies before moving forward, and retirees who sign up for the program will work part-time and receive half of their salary and half of their accumulated retirement annuity. By participating in this program, soon-to-be retirees will mentor other federal employees who are looking to take over their workplace responsibilities. At least 20% of an outgoing employee’s time is to be spent mentoring their successor, though mentoring is not limited to that sole employee who will be taking over for the retiree.
DoD is also creating a resource portal to assist managers of mentoring programs, which will include checklists for both mentors and mentees regarding benchmarks and goals and will provide participants with the opportunity to give feedback on the program.
“We worked really hard to develop the policy. What we did is establish a working group from several of the components and we came up with recommendations for the program requirements, the application procedures, the criteria for approval and also the criteria for denying requests. Basically, we looked at everything that would be necessary to implement the program,” Smith said.
Employees will also have an option to opt-out of mentoring duties in case of an emergency.
