President’s Final Budget Includes Fed Pay Raise and Increased Cybersecurity Funds
Today, President Obama laid out his final budget proposal – a $4.15 trillion package.
Included was a request for a 35 percent increase in cybersecurity funding. The proposed $19 billion would go to building the federal government’s capability to defend itself from cyberattacks. Of that requested $19 billion, $3.1 billion would go to the modernization of federal computer systems, in addition to hiring a new federal chief information security officer to direct these changes government wide. The remainder would be spread throughout a variety of agencies, including the Pentagon, the Federal Bureau of Investigations (FBI), the Department of Veteran Affairs (VA) and the Office of Personnel Management (OPM).
The administration also included in its fiscal 2017 budget proposal an average 1.6 percent pay raise for federal employees.
The Washington Post reported:
“The President’s 2017 Budget will propose a 1.6 percent pay increase for military and civilian Federal personnel,” according to a statement from the Office of Management and Budget that was attributed to an unidentified administration official. “The specific proposals for base and locality pay will be made in August and November, as is done every year and required by statute, through the exercise of the President’s alternative pay plans.”
The proposal would also add a number of new jobs at agencies including:
- 300 new positions at the Securities and Exchange Commission
- 16,700 more full-time employees at the Department of Veterans, including 300 full-time equivalent employees to reduce the backlog of applications for benefits other than disability claims
- 800 full-time positions at the Department of Labor
Additionally, the budget supports current pending legislation that would give federal workers six weeks of paid administrative leave after the birth, adoption or foster placement of a child. As noted in a budget document, the is to establish a “federal family leave policy that is on par with leading private-sector companies and other industrialized nations so that the government can recruit and retain the best possible workforce to provide outstanding service to American taxpayers.”
