Progress Report Finds Struggle to Share Workforce Talent Across Agencies
A joint project between the Office of Personnel Management (OPM) and the Office of Management and Budget (OMB), which has been working toward the cross-agency priority goal of developing the federal workforce to its full potential, released its latest quarterly progress report.
The report found that while federal hiring managers are happy with the quality of candidates they receive, they continue to struggle to share that workforce talent across agencies.
The report also noted that a number of milestones were missed in the first quarter of fiscal 2016, including the launch of agency-specific initiatives agency-wide and meeting with OPM’s Office of General Counsel to discuss those pilot programs. Both were rolled back to the third quarter for the fiscal 2016 goals.
Two other February 2016 deliverables related to improving user experience were also missed: the USAJOBS Application Guide and USAJOBS Resume Mining Enhancements.
Meanwhile, the milestones that were completed include the development of a legislative framework and policy proposal for cross-agency sharing.
Some previously moved goals are now back on schedule, such as the goal of working with pilot agencies to “implement work plans related to [Senior Executive Service] recruitment, assessment, and selection processes.”
This goal was moved from July 2015 to July 2016. Additionally, with regards to SES hiring, agency pilots to find ways to streamline the SES hiring and Qualifications Review Board (QRB) process were moved from April/May 2016 to August of this year.
Since the previous report was released in January, hiring managers’ satisfaction with the quality of candidates increased from 59% to 61%, while hiring manager satisfaction with SES applicant quality jumped from 51% to 54%.
