    OPM Encourages Leaders to Question Progressive Discipline Model

    In a memo to agencies and a guidance posted last week, the Office of Personnel Management is encouraging agencies to step away from progressive penalties and tables of penalties in deciding what disciplinary action to take against employees. The guidance was issued to assist in the implementation of White House Executive Order 13839, which pushed agencies to promote greater accountability in their offices.

DOD Furloughs Begin - Managers Advised to Not Use Military or Contractors to do Work of Furloughed Civilians

Yesterday over 650,000 civilian Defense Department employees experienced their first of eleven (11) furlough days. Those employees face one furlough day every week through the end of the fiscal year, amounting to a 20% pay cut per pay period.

On June 28, Assistant Secretary of Readiness and Force Management Frederick Vollrath sent a memoproviding additional guidance to the department for furlough implementation.

Following the release of the Trump Administration’s budget proposal, which called for deep cuts across domestic spending, the Office of Personnel Management (OPM) issued updated guidance, clarifying the procedures for implementing administrative furloughs.
