OSC Releases Annual Report to Congress
In the Office of Special Counsel’s Annual Report to Congress, submitted to Senate President Joe Biden and House Speaker John Boehner last week, Special Counsel Carolyn Lerner detailed the burgeoning number of complaints and cases received by OSC in fiscal year 2014.
According to Ms. Lerner, OSC received over 5,000 cases for the first time in its history, which represented a seventeen (17) percent increase from fiscal year 2013. Ms. Lerner also wrote in her report that OSC had “secured 177 favorable outcomes in 2014 helping to restore the careers of courageous public servants who blew the whistle on fraud, waste and abuse, or encountered another form of prohibited conduct in the government.”
Stating that OSC was “stretched beyond [its] carrying capacity” due to an anticipated 6,000 new cases in fiscal year 2015” and the largest case backlog in agency history, Ms. Lerner called OSC “one of the most cost-effective methods of promoting good government, preventing violations of merit systems principles, and protecting taxpayers, by curbing fraud, waste and abuse,” and stated that she looked forward to “working with Congress to identify how OSC can perform its important mission even better.”
The Annual Report also included the complete data regarding OSC’s caseload. According to the Report, there were 1,400 matters (defined as PPP cases, whistleblower disclosures, and USERRA cases) pending at the start of fiscal year 2014. Thereafter, OSC received 5,237 new matters, closed 4,666 matters, and was left with 1,969 pending matters at the end of fiscal year 2014. Department of Veterans Affairs employees were responsible for the most matters received by OSC at 1,504, followed by the Department of Defense at 1,365. After these two agencies, there was a large drop off in matters received by OSC. Employees of the Department of Homeland Security submitted 489 matters to OSC in fiscal year 2014.
